  • Recommended safety measures and personal protective equipment.

Health and Safety Study (ESS)

Applies to projects with greater complexity or risk. Analyzes each phase of the work in detail and establishes specific protection protocols.
Contains:

  • Comprehensive assessment of mechanical, chemical and environmental risks.
  • Safety measures adapted to the specific conditions of the project.
  • Emergency planning and specific training of personnel.

The Law on the Prevention of Occupational Risks and Royal Decree 1627/1997 establish the obligations for developers, contractors and technicians.
There are also specific regulations for working at height, confined spaces or handling dangerous materials.

According to Royal Decree 1627/1997, article 4, the need to prepare an EBSS or an ESS depends on the size, duration and type of the project:

  • ESS (Complete Health and Safety Study): it must be drawn up when the project meets any of the following requirements:
  • Execution budget exceeding €320,000
  • Duration exceeding 30 working days with more than 20 simultaneous workers
  • Total estimated labor volume exceeding 500 worker-days/hours
  • Tunnel, gallery, underground pipeline or dam works
  • EBSS (Basic Health and Safety Study): it is drawn up when the project does not meet any of the previous requirements, that is, for works of lesser scope or complexity.
  • Information collection: identifying activities, risks and working conditions.
  • Risk assessment: assessing the probability and impact of each hazard.
  • Preventive measures: personal protective equipment (PPE) and collective protection systems (SPC).
  • Budget integration: associating prices and resources to guarantee effective implementation.
  • Management and updating: continuous monitoring, audits and adaptation of documents during execution.
